After two years of activity since the launch of the Seas, Rivers, Islands and Coastal Areas Intergroup within the 2019-2024 mandate, the SEArica Board met on 9 February 2022 to take stock of the work achieved so far and of the challenges ahead. In its third mandate of existence, the intergroup gathers its highest number of members so far (109 new members from 23 countries and six political groups). Its composition provides a great platform to stimulate debates to coordinate actions and support the development of a robust and holistic EU Maritime Strategy.

More than ever in the context of the COVID-19 crisis, the SEArica Intergroup has been a pertinent instrument at the heart of crucial EU maritime policies. It has stimulated discussions and proposed solutions for a fair and sustainable maritime sector across Europe. It adopted a Declaration with a concrete set of proposals to help the maritime sector overcome the consequences of the pandemic and presented it to three Commissioners, Virginijus Sinkevičius, Paolo Gentiloni and Elisa Ferreira.

With great assistance from the CPMR, the Intergroup has organised conferences, webinars, exchanges with Commissioners, and discussions on a number of relevant topics such as the blue economy, maritime industries and ports, climate and governance, maritime transport, fisheries and Social issues, marine and maritime research, coastal tourism, litter, waste, and the circular economy, biodiversity and ocean literacy.

Looking ahead at the remaining years of the mandate and beyond, the SEArica Chair and Board identified further policy priorities that should be tackled to serve the interest of maritime stakeholders and coastal citizens. From a geographic point of view, the recent publication of the new EU Arctic Policy showed how the issue has important implications for maritime, regional, and climate policies at EU level. From a thematic point of view, the Chair and Board agreed that greater attention should be paid to SMEs and digitalisation in blue sectors and coastal regions, especially in the context of Europe’s post-COVID recovery.

Considering these emerging priorities, the Intergroup created a new geographic portfolio and a new thematic portfolio and welcomed MEP Erik Bergkvist as SEArica Vice-Chair for the Arctic and MEP Josianne Cutajar as SEArica Vice-Chair for SMEs and Digitalisation.

MEP Josianne Cutajar, who is Full Member of the ITRE Committee, has worked extensively on the report on the strategy for European SMEs. She thanked the Chair and Board for her nomination and said: “The last two years have been extremely challenging for Europe and, as Members elected in the maritime and river regions, we are all aware of how these territories have struggled to be resilient and stay competitive amid the global emergency”.

As Vice-Chair for SMEs and Digitalisation she will soon start working on the EU Digital Policy Programme, MEP Cutajar concluded “Combining the attention to SMEs and digitalisation, on one hand, with the blue and coastal/river dimension on the other hand could help further enhance the work our Intergroup has successfully carried out so far - in order to give it additional visibility and to demonstrate to stakeholders that the Parliament pays heed to the calls of the economic systems located in maritime, island and river areas”. A first event on SMEs and digitalisation for the blue sector and maritime regions is planned for November 2022, in correspondence with the state of the European SMEs debate within the EU Parliament and the EU SME week.  

MEP Erik Bergkvist, taking the floor from Umeå (Sweden) underlined that “It is important to respond to the inaccurate image of the Arctic region as a vast, uninhabited wilderness. The issues affecting people living and working in these areas deserve proper attention”. He stressed the need to build on regional insight to address the specific issues of this region, which is the home of an indigenous population and a “hotspot” from a climate, geopolitical and raw materials point of view, especially in the context of the shift to green industry and energy.

As Vice-Chair for the Arctic, he outlined his vision for this portfolio, namely, to work on climate change mitigation, to speed up the green transition, to provide EU stakeholders with a more realistic vision of the region and to strengthen regional cross-border cooperation to avoid geopolitical tensions. MEP Bergkvist concluded by highlighting the unique role of SEArica and the CPMR as dialogue instruments between the people living in the Arctic and the EU level. A First SEArica event dedicated to the Arctic is planned on 1 June 2022, co-organised with the CPMR Baltic Sea Commission Arctic Task Force. The event will be an opportunity to review the state of play of the implementation of the new EU Arctic Policy from a regional perspective.

ust around the Black Sea Action Day (31st of October), the EU4Ocean Coalition is preparing the Let’s make the Black Sea Blue event – ‘Let’s make the Black Sea Blue!’, supported by the Directorate-General for Maritime Affairs and Fisheries of the European Commission.

The aim of the event is to give visibility to all relevant Black Sea marine-related communities, including schools and pupils, teachers, marine science educators, stakeholders from marine-related sectors, NGOs, youth, policy-makers and government representatives, public institutions, researchers and academia, conservationists, entrepreneurs, other ocean professionals as well as general citizens.

  • The event will bring together and discuss on-going activities of the EU4Ocean coalition and its communities in the Black Sea, with a specific focus on marine litter following the SEArica event on the 4th of November
  • It will give specific space to the interactions between Black Sea Young Ambassadors and Young Ocean Advocates of the Youth4Ocean forum, and
  • Will focus on bringing the education on the Black Sea into the classrooms with the relevant stakeholders.

Kicking off at the Black Sea Action Day with the Ocean Literacy festival activities, launching the projects of the Young Ocean Advocates, and finishing with the panel discussions on how to move forward concrete initiatives in the Black Sea (in particular in the topic of marine litter) with marine experts, policy makers, youth, educators, and general public and make a movement to make pledges for the #MakeEUBlue campaign for making and keeping the Black Sea Blue!

The European Ocean Coalition (EU4Ocean) connects diverse organisations, projects and people that contribute to ocean literacy and the sustainable management of the ocean. Supported by the European Commission, this bottom-up inclusive initiative aims at uniting the voices of Europeans to make the ocean a concern of everyone!

This coalition will:

  • Contribute to enhancing awareness and the engagement of all parties involved in the sustainable management of our ocean and seas;
  • Help coalition members to become ocean advocates in their own field/role/region as well as agents of transition supporting changes in perception, values, attitudes and behaviour towards more sustainable practices, management of the ocean and blue economy opportunities;
  • Put ocean literacy high on the policy agenda, contributing inter alias to the implementation of the EU marine and maritime policies and the achievement of the Sustainable Development Goals (SDGs) of the Agenda 2030, in particular the SDG 14 Life below water.

The EU4Ocean coalition combines EU-wide activities with actions dedicated to the Arctic Ocean, the Atlantic Ocean (including the North Sea), the Baltic Sea, the Black Sea, the Mediterranean Sea and the global ocean.

The coalition is made up of three components: a Platform (click here for more information) for organisations and individuals engaged in Ocean Literacy initiatives, a European Youth Forum for the Ocean (more information) and a Network of European Blue Schools (further information available here).

Blue Economy Window 2020 Info Day is an online event to officially launch the Blue Economy Window Call for Proposals 2020, open from 12 November 2020 until 16 February 2021. Known as the EMFF BlueInvest Grants, the call has an available budget of €20 million.

This Blue Economy Window Call 2020 constitutes one of the stepping stones to the European Union’s Green Deal goals and presents funding opportunities for SMEs across the European Union. You can get up to 70% co-funding for your project with an average EU contribution between between €700,000 and €2.5 million.

Upskilling Shipbuilding Workforce in Europe (USWE) is an EU-funded project that was born in the frame of the European Sectoral Social Dialogue for Shipbuilding with the aim of supporting industry and workers in the adaptation to the industry 4.0 technologies affecting the sector. Through this project the sectoral social partners, SEA Europe and IndustriAll Europe, set up the basis for long term cooperation between industry, workers, education provider and other stakeholders across Europe, providing market intelligence on sectoral, green, digital and soft skills needed in the sector and updating professional profiles for the development of new curricula. The project also tackled the scarcity of sectoral skills and workers in the sector and the need of attracting talent to a strategic manufacturing industry that is key for Europe’s sustainable mobility and to meet the ambitions of the green and digital transition and the decarbonisation of waterborne transport. 

The Final Conference of the joint EU-funded project “Upskilling Shipbuilding Workforce in Europe” organized by SEA Europe and IndustriAll Europe will take place on 26 November, from 10h30 to 12h30. The event aims to bring together industry, workers representatives, education providers and policy makers to present the outcomes of the project and discuss future steps.

Have your say on the Healthy Oceans, Seas, Coastal and Inland Waters Mission

Denmark, Estonia, Finland, Norway, Poland and Sweden have recently launched a joint initiative to support the work of the Mission Board in identifying targets for the Horizon Europe Mission area Healthy Oceans, Seas, Coastal and Inland Waters.

The six countries have produced a citizen survey, in the respective national languages, asking respondents to describe the role and importance of the sea and waters in their life. This survey comes ahead of a series of citizen engagement events planned for the summer. The outcomes will feed into the work of the Mission Board, led by Pascal Lamy, who are preparing their final advice, to be presented later this year at the European Research and Innovation Days, 22-24 September.

    Humans have interacted with the Ocean since ancient times. We have used it as a means of transportation, recreation, a source of food and raw materials, and more recently to generate renewable energy.

    Whilst the ocean can benefit human health and boost wellbeing via activities like recreation and relaxation, it can also pose risks to human health – through factors such as flooding and pollution.

    This complicated mix of threats and opportunities interact in ways we don’t fully understand. Exploring these relationships is the basis for an emerging scientific discipline called “Oceans and Human Health”.

    During the webinar, we will share our personal experiences of this emerging field and give you an opportunity to ask questions.

    Public consultation on the European Observation and Data Network (EMODnet)

    The European Marine Observation and Data Network (EMODnet) contributes to the EU's integrated maritime policy. It was set up as a flagship project to prepare a seamless multi-resolution digital seabed map of European waters by 2020. Following the Green Paper "Marine Knowledge 2020" It had been estimated that public bodies in European countries were spending over one billion euro a year in observing the seas and oceans including work by hydrographic organisations, geological surveys, scientists and environmental agencies. However, scientists and engineers who wanted to use the data had encountered that they were difficult to find and were hampered by restrictive usage conditions and poor interoperability. Data from different sources had different baselines, different formats, different nomenclature and different standards. The Commission Communication on "Innovation in the Blue Economy" set out a roadmap for replacing the fragmented, inaccessible and inhomogeneous repositories of marine data in the EU by a sustainable process whereby data are easily accessible, interoperable and free of restrictions on use. EMODnet is now operational.

Join us at the second EMODnet Open Sea Lab hackathon and develop innovative solutions with marine open data to address blue society challenges! During three days, in the vibrant and historical city of Ghent (Belgium), teams will compete and bring their expertise to develop novel marine and maritime applications using EMODnet, ICES and Copernicus Marine’s wealth of marine data and services.

    A clean planet for all: the role of oceans - Sustainable Energy Week, 18 - 20 June The Commission’s Clean Planet Communication of November 2018 set out eight scenarios that indicated how net greenhouse gas emissions could be reduced to zero, or nearly zero by 2050. All forecast an increase in electricity consumption, some by more than 100%, as sectors such as transport and home heating shift from fossil fuels. And all indicated that half of this would come from wind, with about half of this offshore. Furthermore, the conversion of land from food to biofuel will create incentives to invest in aquaculture production which, as well as saving land and freshwater, can produce protein with a lower carbon footprint than that grown or raised on land. This is not business as usual and will radically change Europe’s seas and oceans.

    This session aims to generate a discussion as to how we go from here to there.

    Representatives of the wind energy and electricity distribution industries will describe how they are tackling the challenges to expansion of offshore wind farms, an expert in life cycle analysis will show how algae could not only provide protein for food and feed but also contribute to the circular economy by removing nutrients and a representative of a national government will explain what needs to be done to find enough space for this expansion without unduly compromising other activities. This will be followed by a short presentation on EU efforts.

    EMD this year will focus on blue entrepreneurship, innovation and investment. The conference includes an inspirational opening session, 8 breakout sessions organised by the European Commission and focusing on a number of strategic EU policy initiatives to support Europe’s Sustainable Blue Economy, and 28 high-quality Thematic Workshops designed and organized by maritime stakeholders.

    Ocean Dialogues 2019 - Supporting Effictive Ocean Governance The #OceanDialogues2019 is a joint event between the European Projects MARINA and ResponSEAble on the role of Ocean Literacy and Responsible Research and Innovation in supporting effective Ocean Governance.

    By working at the interface between society, policy ad science, the event will address challenges such as engagement, co-creation and shared responsability.

    Countries, businesses and society are giving increasing attention to the economic, social and environmental dimensions of ocean matters, including in relation to climate change. The sustainable management of the ocean raises many issues, including in terms of ocean governance - an area where the European Union (EU) with a well-developed marine & maritime policy framework is playing a leading role.

    Effective ocean governance requires that adequate knowledge is produced, shared and used, and that the research and innovation agenda become responsive to the society needs, thus contributing to the sustainable management of the ocean. In particular, Responsible Research and Innovation (RRI) and effective Ocean Literacy (OL) are seen as essential to effective ocean governance, ensuring the sea matters to all.

    Future of the blue planet: Parliament conference on oceans

    Worried about what is happening to our oceans? Take part in the Parliament's conference on their future taking place on 19 March.

    The importance of healthy oceans

    The oceans are of crucial importance as they are home to a rich biodiversity, act as climate regulators and offer food security. They also contribute to the European economy with a turnover of €566 billion, providing jobs for nearly 3.5 million people.

    However, oceans are under increasing pressure from climate change, over-fishing, marine litter and coastal eutrophication, which is when a body of water contains excessive amounts of minerals and nutrients. This usually leads to an overgrowth of plants and algae and later on a lack of oxygen.

    Oceans need to be managed sustainably in order to conserve the fragile marine ecosystems.

    Conference

    On 19 March, the Parliament will host a conference on the future of oceans, with panel discussions covering global ocean governance; sustainable blue economy; and healthy, clean seas and oceans by 2030.

    The conference will start at 14.00 CET with doors opening at noon.

    A match-making event that brings together innovators and the financial community to sustainably develop the Blue Economy of the Mediterranean Sea basin, while protecting its marine resources.

    Following the successful Blue Invest event of May 2018 in Brussels, and within the context of our work on blue investment, the European Commission (DG MARE) is hosting the “Blue Invest in the Mediterranean 2019” event. It will take place on 24 January 2019 in Malta and will gather approximately 300 participants interested in the blue economy of the Mediterranean Sea basin.

    Following a similar approach to that of the May 2018 Blue Invest event, promoting investment in an innovative blue economy, we aim to mobilise private sector investment capital and lending. The blue economy has significant potential for sustainable growth and job creation, particularly around the Mediterranean Sea basin. Investment capital, both public and private, can play a significant role in developing this economic potential. Through this event, we want to increase the engagement of the financial community with the blue economy, and to stimulate investment interest in marine and maritime sectors. In addition, the event will indirectly support the implementation of cooperation initiatives amongst Mediterranean countries in the context of the UfM Blue Economy Forum [1], the WestMED Initiative [2], and the EUSAIR [3].

    The Voice for the Ocean campaign of Surfrider Foundation Europe (SFE) sets up a unique and innovative program to consult a large Ocean and coastal community via a specific on-line consultation and several awareness raising events in 5 European countries: Belgium, Bulgaria, France, Portugal and Spain.

    Surfrider Foundation Europe is a grassroots organization which brings together a network of thousands of passion-driven people who defend our ocean and coasts. Our ocean faces growing challenges from marine litter to climate change, affecting its health, resilience and the services it provides. SFE aims at being the voice of this community and, more broadly, of EU citizens who care about the Ocean and its protection.

    2018 and 2019 will be crucial for our Ocean’s future, as several EU and International policy processes are expected to contribute to the achievement of important environmental objectives and a new European Parliament and Commission will be elected and appointed in 2019.

    La Mer XXL From June 29th to July 10th 2019, the city of Nantes will be home of a “universal exhibition of the sea”, La mer XXL. The Ouest-France group (one of the leading press groups in Europe) and Exponantes, organisers of exhibitions and trade shows (more than 600,000 visitors per year) have joined forces to develop a unique exhibition project focusing on the maritime world.

    Like the exhibition of the XXst century, the idea is to enthrall, surprise and delight,communicate and encourage adventure and escape.This extraordinary event will take place at the Parc des Expositions in Nantes over 12 days, with 66,000 sqm of exhibition (with 38,000 sqm covered) and 100,000 visitors expected.

    The Cluster approach for a sustainable Blue Growth in the Mediterranean InnoBlueGrowth organises its next transnational Capitalization & Community Building event entitled "The Cluster approach for a sustainable Blue Growth in the Mediterranean" next June 20-21, 2018 in Athens, Greece.  
    This event will have a dual approach, revolving around the theme of "clusters." The first day will be applied to capitalization with a focus on Maritime Surveillance, in collaboration with the PROteuS project.  PROteuS aims to establish a Mediterranean Maritime Surveillance Cluster, fostering innovation and R&D capacities, knowledge and technology transfer, as well as transnational cooperation among the involved key Maritime Surveillance actors, focusing on maritime security and safety mechanisms in the basin area. The second day will have a community building approach. It will give the opportunity to decision-makers, stakeholders, end-users, SMEs, the academia, etc. to  exchange methodologies,ideas & best practices of clustering, outlining clusters challenges and benefits for the sustainable development of the blue economy. This third transnational event will increase the visibility of the Blue Growth community and its impact on the policy making process at regional, local, national and Mediterranean level. A common message for the value of maritime clusters in the Mediterranean area will be released later on, in order to raise awareness and enhance social acceptance for a sustainable economic growth.

    A dynamic and interactive first workshop of the International Forum for Maritime Spatial Planning (MSP) will be organise in Brussels. The event is jointly organised by the Directorate General for Maritime Affairs and Fisheries of the European Commission (DG MARE) and the Intergovernmental Oceanographic Commission of UNESCO, on 24th and 25th of May 2018.

    This first workshop of the International Forum for MSP aims to start working on international guidelines on cross-border MSP. This is a direct follow up of the "Joint Roadmap to accelerate Maritime/Marine Spatial Planning processes worldwide" adopted during the 2nd International Conference on Maritime Spatial Planning, in March 2017 in Paris. The workshop will include interactive discussions and a wide exchange of good practices, focussing on cross-border integration in MSP and stakeholder involvement.

    Maritime Spatial planners from all across the world and experts directly involved in planning are welcome to participate and give their input. Please reserve this date and we will get back to you with more information and a draft agenda as soon as possible.

    EMFF 2017 Info Day - €14,5 million for a sustainable Blue Economy

    Innovation, marine litter, cooperation in the Mediterranean – the European Maritime and Fisheries Fund launches a call to foster a "Sustainable Blue Economy" across Europe.

    With a total budget of € 14,5 Million, the call will accelerate the implementation of the European maritime policy and the deployment of the Blue Economy across Europe and in the Mediterranean. It will be open to all sea basins surrounding the EU coasts and will target a wide range of stakeholders of the Blue Economy. 

    The Info Day will be opened by Karmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries. The day will mark the launch of one of the Commitments of the European Union at the global conference Our Ocean 2017 in Malta and is a direct step to concrete action for a sustainable Blue Economy.

    The Sustainable Blue Economy call comprises 4 strands to support innovation and bring research results closer to the market as well as increase capacity building and networking for a sustainable use of our sea basins. In this way, the call will support sustainable job creation, innovation and entrepreneurship in the blue economy.

     

    Strand 1 - Demonstration projects for the blue economy has a budget of € 8.000.000. It will boost demonstration projects based on innovative technologies to test, deploy and scale up new industry and service applications and solutions for the blue economy. It will help improve the market-readiness of innovative technologies and/or maritime services.

     

    Strand 2 - Efficient methodologies and technologies against marine litter has a budget of € 2.000.000. It will support concrete methodologies and technologies for reducing the volume and harmfulness of marine litter from sea-based sources, for monitoring and quantifying the contribution of sea-based sources of marine litter and for removing and recycling it, in an environmentally sound and resource-efficient way.

     

    Strand 3 - Blue networks for the Mediterranean has a budget of € 3.000.000. It will promote networking to support job creation, innovation and entrepreneurship in the blue economy of the Mediterranean Sea, through cooperation between a wide variety of stakeholders such as education and training institutes, maritime clusters and fisheries local communities from the EU and its partner countries in the Mediterranean.

     

    Strand 4 - Joint actions for a sustainable Blue economy in the Mediterranean has a budget of € 1.500.000. It will support the restoration of damaged or degraded coastal and marine ecosystems in zones of the Mediterranean with a high potential for a wide range of marine ecosystem services.

    2nd JPI Oceans Conference

    The 2nd JPI Oceans conference, taking place in Lisbon on 26 October 2017, will present the first results of the actions and projects initiated under the framework of JPI Oceans and will provide an excellent opportunity for stakeholders from research and industry to network and discuss with policy makers from across Europe.

    Partners involved in the JPI Oceans joint actions will discuss the outcomes, opportunities and future outlooks of their activities. The event will further highlight the international cooperation of JPI Oceans beyond Europe and results of CSA Oceans 2, the Horizon 2020 Support Action aimed to support the JPI.

    Copernicus Maritime Week

    The Copernicus Marine week will be the occasion to showcase the achievements of the Copernicus Marine Service (CMEMS) and to discuss the future perspectives, challenges and scenario. The Marine week is meant to be a forum for stakeholders, contributors and beneficiaries. The purpose of the week is to present and openly release CMEMS major achievements as regards economy, societal challenges, science and EU leadership worldwide and is also meant to propose CMEMS future prospects to the benefits of Member States, Regions, and of the Society in general.

    EU China Blue Year Event

    Study on the Maritime Dimension of RIS3 The Conference of Peripheral Maritime Regions (CPMR) recently published a Study on the Maritime Dimension of the Research and Innovation Smart Specialisation Strategy (RIS3).

    A new study issued by the Conference of Peripheral Maritime Regions (CPMR) analysing the potential of maritime growth by looking at the priorities of the coastal Research and Innovation Smart Specialization Strategies (RIS3), shows that peripheral and maritime regions are prepared to invest in the economic potential offered by the maritime economy.

    Considering that:

    the CPMR has analysed this potential by looking at the maritime dimension of 112 Smart Specialisation Strategies (S3), which guide investments related to regional policy.

    In this context, six interactive maps have been developed, which provide access to information by Region and by theme.

    The sea is a significant priority in 80% of the analysed strategies. It is present in the following themes:

    On the basis of the findings of this study, the CPMR recommends considering the Sea as a key area for EU investment in the preparation of the future EU policies after 2020

    EMODnet Checkpoints Stakeholder Conference

    About the Conference

    The Conference aims to mobilise a wide group of interested stakeholders to consider joint issues, present common findings as well as highlighting differences between the Sea-basins as identified by the EMODnet Sea-basin Checkpoints in terms of existing and future monitoring and observation activities, data availability and usefulness to address real problems.   

    The main objectives of the EMODnet Checkpoints Stakeholder Conference are to:

    EMODnet Sea-basin Checkpoints assess the quality of the current observation monitoring data at the level of the regional sea-basins. By testing the data against specific end-user challenges, the checkpoints aim to demonstrate how well the current monitoring systems and data collection frameworks provides data to meet the needs of users. In doing so, data gaps and duplications as well as significant bottlenecks are being highlighted.

    Six sea basin checkpoints are in operation. The first two checkpoints were initiated in the Mediterranean Sea and the North Sea in 2013. Four other Checkpoints covering the Arctic, Atlantic, Baltic and Black Sea were launched mid-2015.

    About EMODnet

    EMODnet is a network of more than 160 organisations working together to observe the seas, to make marine data freely available and interoperable, to create seamless data layers across sea-basins and to distribute the data and data products via the internet. The primary aim of EMODnet is to unlock already existing but fragmented and hidden marine data and make them accessible for a wider range of users including private bodies, public authorities and researchers. Currently, seven thematic assembly groups have been created to develop thematic web-based Data Portals covering data resources from diverse fields including hydrography, geology, physics, chemistry, biology, physical habitats and human activities. Many of these thematic portals are already operational. In addition, six Sea-basin Checkpoints have been established to assess the observation capacity and adequacy of marine data available at regional Sea-basin level. To strengthen the coherence and functionality for users, a common ‘EMODnet Entry Portal’ provides an entry point delivering access to data, metadata and data products held by EMODnet thematic sites.

    Baltic Sea Blue Growth Survey

    The Baltic Sea is a hotbed for maritime innovation and activities and provides a huge potential for enhancing the blue economy and boosting the region’s competitiveness. Cooperation at sea-basin level has an essential role to play in building on this potential. 

    The European Commission is currently taking the development of the Sustainable Blue Growth Agenda for the Baltic Sea Region one step further. The aim is to kick-start the development of its implementation strategy, stimulating potential investment and more strategic inter-regional and inter-cluster cooperation.

    In order to collect views and experiences from public and private stakeholders and potential workshop participants an online survey has been launched. The European Commission would welcome your input on development fields and economic opportunities which are of main importance for you.

    Taking part in this survey allows you to contribute to shaping the framework for the  implementation strategy for the Baltic Blue Growth Agenda and to identify the necessary steps and priority actions, commitments and investment needed.

    The seminar taking place in Brussels on 4 October will bring together the JPI Oceans Management Board, Advisory Board, OECD representatives and key stakeholders to discuss the OECD Future of the Ocean Economy report. The objectives of the seminar are to:

  • present the main results of the OECD Future of the Ocean Economy report.
  • discuss the report’s recommendations with stakeholder representatives.
  • address how European countries can take lessons learned forward.
  • present the future of the OECD Ocean Economy Project.
  • In the panel sessions following the presentation of the report, participants will discuss the implications for cross sectoral industry cooperation, integrated ocean management and public research and innovation policy.     On the occasion of the first summit of the Blue Economy Business & Science Forum (12-13 September 2016), the European Commission (DG MARE) is organising the first edition of the Blue Economy Business Awards ceremony, with the objective of celebrating scientific and industrial achievements connected with the sea.

    The awards will be presented and given during the Gala Dinner of the Blue Economy Business & Science Forum, to be held at the International Maritime Museum on 12th September 2016.

    In addition to the Blue Economy Business award, the jury will have the possibility to select among the applicants the Woman of the Year in the Blue Economy and the Rising Blue Star of the Year (up to 35 years old).

    Workshop on strategic cooperation on Blue Growth in the North Sea

    Together with the province of Zuid Holland, the Dutch Presidency organises a workshop in The Hague next 20-21 June. Based on a survey (deadline 6 May 2016) three broad topics have been selected in order to ‘focus’ the discussions in parallel sessions:

    ·         Marine aquatic / food products
    ·         Short sea shipping (ship building, shipping technologies, port infrastructure, and logistics)
    ·         Blue biotechnology (including marine - pharmaceutical products)

    The three topics will be used to structure the discussions with the aim of arriving at operational recommendations for future co-operation.  However, the workshop will be organised as an open discussion and participants are encouraged to propose alternative topics or cross-cutting themes of relevance to their region or organisation.

    European Maritime Day in Turku

    The 2016 European Maritime Day will be organised in Turku (Finland) on May 18th and 19th. This year the EMD will focus on "Investing in competitive blue growth - smart and sustainable solutions".

    Delivering Innovation in the Blue Economy - EMFF 2016 launch event - 7,5M€ to boost projects in the blue economy

    DG MARE and EASME (Executive Agency for Small and Medium Sized Enterprises) will organise on 5th April a launch event on three Blue Growth calls to boost innovation in the Blue economy under the European Maritime and Fisheries Fund 2016 work programme.     High Level Conference: Obstacles to investment and access to finance in Europe for the maritime economy - REPLAY AVAILABLE This conference coorganised by the Conference of Peripheral Mariitme Regions, the Netherlands EU Presidency and the Provincie Noord-Holland aimed to present concrete examples of how regional and local authorities in Europe stimulate economic development linked to the maritime economy thanks to support provided by the European Union.

    This conference covered the extent to which European programmes and instruments (in particular financial instruments) bring undisputed added value to the blue economy and regional development. It also examined the practical roles that regional authorities play in terms of stimulating job creation and growth.

    One and a half years one from the start of the term of the Juncker Commission, the conference also kicked start a discussion about the need for a long term approach for investment at territorial level.

    EU2016NL - High level meeting Short Sea Shipping The Ministry of Infrastructure and the Environment is organising a High Level Meeting for maritime directors on the subject of short sea shipping on 15 February 2016 in Amsterdam.     For the 2014-2020 period, the European Structural and Investment Funds (ESIFs), including the European Maritime and Fisheries Fund (EMFF), and the European Fund for Strategic Investment (EFSI) will support Blue Growth and the Integrated Maritime Policy (IMP).

    The Directorate General for Maritime Affairs and Fisheries (DG MARE) of the European Commission (DG MARE), in collaboration with the Conference of Peripheral Maritime Regions (CPMR) is organising a conference in order to explore how these funds can support the maritime economy and Blue Growth in particular.

    This conference will take place on 22 September in Brussels and will be opened by Mr Karmenu VELLA, Commissioner for the Environment, Maritime Affairs and Fisheries. It will give the opportunity to a wide range of maritime regions to explain how they plan to use these funds to boost jobs and growth in the maritime sectors across the EU. Reciprocally, it will provide them with a unique opportunity to consider across borders and across sectors coordination issues, and to promote cost-effective synergies and money savings.

    The conference will take the form of a one day workshop1 with the participation of some 200 representatives of EU coastal regions, Blue Growth stakeholders and EU institutions..

    The Directorate General for Maritime Affairs and Fisheries launched a Public Consultation on International Ocean Governance in June which is open until September 15th.

    The aim of this consultation is to gather input on how the EU could contribute to achieving better international governance of oceans and seas to the benefit of sustainable blue growth. On the basis of the results and other sources of data and information, the European Commission will consider how best to develop a more coherent, comprehensive and effective EU policy on improving the international ocean governance framework.

    Consultation Publique - Gouvernance Internationale des Océans

    Saferseas For the 4th time since 2002, the international maritime community meets in Brest, at "Le Quartz" congress center, to share their thoughts and works on issues of maritime safety and security, be it in a conference room, in the trade show alleys or around a coffee.

    As usual, there will be talks of save and rescue, of pollutions, of container carriers, of regulations, policies and technologies, however, attendees will also hear of markets, of industry and, perhaps more unexpected, of climate change.

    Maritime safety, climate, blue growth.

    Safer Seas traditionally considers the stakes of maritime safety together with the related economic obstacles or opportunities but these days, environmental issues and the possible answers to the climate and energy challenges are redefining the scope of maritime security and safety policies. From potential new maritime routes opened by the ice melting, to new regulations and technological innovations for greener, low-carbon ships ; from the increase in offshore activities related to the exploitation of fossil or biomarine resources, to the rise of marine energies;  there is no shortage of examples demonstrating that maritime shipping and the rules regulating it are no longer the alpha and omega of maritime safety and security.

    Consequently, "Blue Growth" was the theme chosen for this 2015 edition of Safer Seas to highlight the stakes of maritime safety and security and the world of possibilities that the seas have to offer.

    Safer Seas will be one of the last major milestones before the UNFCCC Conference of Parties, due to take place in December in Paris: oceans, climate, maritime safety, it all makes senses considering the numerous interactions between them... Indeed, it was not by sheer luck that the European Academy of Sciences symposium EURASC and its internationally recognized authorities chose Safer Seas to host their event.

    Pour la 4e fois depuis 2002, la communauté maritime internationale se donne rendez-vous à Brest, au centre des congrès Le Quartz, pour évoquer, dans la pénombre d’une salle de conférence, au détour d’un stand ou autour d’un café toutes les questions qui animent aujourd’hui leur quotidien en matière de sécurité et sûreté maritime.

    Il sera bien sûr, comme de coutume, encore question de sauvetage, de pollutions, de porte-containers, de règlements ou de technologies, cependant les habitués entendront aussi parler de marchés, de filières et, moins courant peut-être…, de climat et de changements anthropiques.

    Sécurité maritime, climat, croissance bleue.

    S’il n’est pas inhabituel pour Safer Seas de mettre en relation les enjeux de la sécurité maritime, les obstacles et/ou  opportunités économiques qui en découlent, les préoccupations environnementales et les réponses aux grands défis énergétiques et climatiques alimentent aujourd’hui plus que jamais, les nouveaux contours des politiques de sécurité et sûreté maritimes. Des perspectives de nouvelles routes maritimes liées à la fonte des glaces aux nouvelles réglementations et  innovations technologiques pour des navires « verts » participant à la lutte contre l’effet de serre ; du développement des activités off-shore, d’exploitation des ressources fossiles ou biomarines, du développement des énergies marines… autant d’exemples pour montrer à quel point le transport maritime et sa régulation ne constituent plus l’unique point d’entrée de la sécurité et sûreté maritimes.

    C’est donc sous le signe de la « croissance bleue » que l’édition 2015 de Safer Seas a choisi d’engager ses travaux afin de mettre en valeur les enjeux de sécurité et sûreté maritimes au regard des multiples potentialités qu’offre la mer.

    C’est aussi comme point d’étape vers la Conférence mondiale sur le Climat à Paris en décembre, que Safer Seas prend tout son sens : océans, climat, sécurité maritime… les interactions sont multiples… Ce n’est d’ailleurs pas anodin si le symposium de l’Académie Européenne de Sciences EURASC et ses sommités internationales ont choisi Safer Seas pour port d’attache.

    General Assembly of the Islands Commission of the CPMR

    The Islands Commission held its 35th annual General Assembly in the European Parliament (Brussels)on 25 June 2015 at the invitation of MEPs Serrao Santos, Kirkos and Picula, from the S & D Group.

    10 members of the European Parliament, the European Commission and island representatives from all over Europe intervende and discussed three issuse of strategic interest to the islands: cohesion, energy and immigration in front of a very large audience composed of regional officials, stakeholders and various organizations.

    It was also the occasion for a signing ceremony for the new signatories of the Pact of Islands: a volontary agreement to contribute to the EU 2020 climate goals. It has now reached 118 signatories and keeps growing.

    La Commission des Iles de la CRPM a tenu sa 35ème Assemblée générale au Parlement européen (Bruxelles) le 25 juin 2015 à l’invitation des Parlementaires européens Serrao Santos, Kirkos et Picula, du Groupe S&D.

    10 membres du Parlement européen, la Commission européenne et des représentants insulaires de toute l’Europe ont intervenu et débattu autour de trois thèmes d’intérêt stratégique pour les îles : la cohésion, l’énergie et l’immigration devant une très large audience composée de responsables régionaux, de parties-prenantes et de nombreuses organisations.

    Cet évènement a aussi été l’occasion d’une cérémonie de signature pour les nouveaux signataires du Pacte des Iles.

    What is an Intergroup? The Seas, Rivers, Islands and Coastal Areas Intergroup is one of the 28 Intergroups that were approved in December 2024 by the Conference of Presidents for the 10th legislature of the European Parliament. Intergroups can be formed by MEPs from any political group and any parliamentary committee with a view to holding informal exchanges of views on particular issues and promoting contact between MEPs and civil society.

      The Seas, Rivers, Islands and Coastal Areas Intergroup brings together close to 100 MEPs from 6 different political groups and 19 Member States.   Intergroups are not Parliament bodies and therefore may not express Parliament's opinion.   Intergroups are subject to internal rules adopted by the Conference of Presidents on 16 December 1999 (last updated on 11 September 2014), which set out the conditions under which intergroups may be established at the beginning of each parliamentary term and their operating rules.
